The introduction of OPRAS in the public service demand major shift in the theory, processes, and practices, of evaluating performance. It calls for a major paradigm shift in the mindset of both managers and workers. These changes in appraising performance of public employees are in line with public service management and the new employment policy (PSMEP), the public service act NO.8 2002 and the local government reforms. All these initiatives emphasize institutionalization of results oriented management (ROM) and meritocratic principles in the public service. This programme is designed to train and orient public and private officials on the operationalization of OPRAS

This training is suitable for all newly recruited and existing employees of the government and private organizations.

Both transmittal and non-transmittal approaches will be employed to complement each other.
