Mini Statement 

Dr. Casmir holds a PhD in Computer and Systems Sciences from Stockholm University (Sweden), Licentiate of Philosophy in Computer and Systems Sciences from Stockholm University (Sweden), Postgraduate Certificate in Computer Science from Stockholm University (Sweden) and BSc. in Engineering from the University of Dar Es Salaam (Tanzania). He is currently a Senior Lecturer at the College of Business Education (CBE). He is also a Director of Undergraduate Studies at CBE. Dr. Casmir is registered with Tanzania ICT Commission as ICT Professional in Computer Security and Cryptography. His areas of expertise include Computer Systems Security, Digital Strategy Development, Business Process Re-engineering, Systems Analysis and Design, IT Risks Analysis and Network Vulnerability Assessment, ICT Policy and ICT Strategy Development, ICT Security Policy & Procedures Development, Designing and Development of the Enterprise Architecture (EA), Disaster Recovery and Business Continuity Planning (DR&BCP), IT Governance, and Project Management.

Dr. Casmir has played a central role in the design, development, and implementation of various national-level and institutional projects. For instance, he was an Associate Team Leader in the Development of the recently launched Tanzania Digital Health Strategy 2019-2024. He was also an active Team Member in the development of the National ICT Policy 2016. He was a Team Leader in the Designing and Development of the Enterprise Architecture (EA) for Dar Rapid Transit (DART) Agency; he is currently a Chairman of Enterprise Resource Planning (ERP) Steering Committee for the Institute of Finance Management (IFM). He was an associate Team in the project for the development of the ICT Master Plan and ICT policy for Zanzibar Social Security Fund (ZSSF).
